Texas Comptroller ends Austin's ability to certify historically underutilized business
The Texas Comptroller office ended the Memoranda of Agreement (MOA) with the city of Austin which allowed them to certify business on behalf of the Texas Comptroller’s office. 
MOAs originally allowed the City of Austin to certify business under the Historically Underutilized Business (HUB) framework but in December 2025 Comptroller Kelly Hancock froze and overhauled the program. Now VetHUB, the program removed qualifications based on sex, race and ethnicity to solely focus on service-disabled veterans.
